REQUIREMENTS TO OBTAIN AN INSTRUMENT RATING
  1. Hold at least a Private Pilot Certificate.
  2. Be able to read, write, and converse fluently in English.
  3. Hold a current FAA medical certificate.
  4. Receive and log ground training from an authorized instructor or complete a home-study course (such as studying the Gleim Instrument Pilot FAA Knowledge Test, Gleim Instrument Pilot Flight Maneuvers and Practical Test Prep, and Aviation Weather & Weather Services).
  5. Pass a knowledge test with a score of 70% or better. The instrument rating knowledge test consists of 60 multiple-choice questions selected from the airplane-related questions in the FAA's instrument rating test bank.
  6. Accumulate appropriate flight experience (see FAR 61.65).
  7. Receive flight instruction and demonstrate skill (see FAR 61.65).
  8. Successfully complete a practical (flight) test, which will be given as a final exam by an FAA inspector or designated pilot examiner; it will be conducted as specified in the FAA's Instrument Rating Practical Test Standards.
PRIVILEGES AND LIMITATIONS
With an instrument rating, you will have the freedom to fly in more places and in Instrument Meteorological Conditions (IMC).

As the title implies, an instrument rating permits you to fly "by instruments," i.e., without visual references to the ground, horizon, and other landmarks. You will be able to fly through clouds, rain, fog, etc., all of which restrict visibility. This skill is particularly useful when you fly long distances. It is frequently difficult to travel such distances without encountering weather systems requiring instrument pilot skills.

As an instrument rated pilot, you are required to adhere to the operating and flight rules as outlined in FAR Part 91.167-193. These include:
  1. Specific fuel requirements
  2. IFR flight plan and ATC clearances
  3. Takeoff and landing minimums
  4. Altitude and communication requirements
HOW TO BECOME AN INSTRUMENT RATED PILOT
  1. Obtain a Gleim Instrument Pilot Kit. Additionally, you will need IFR charts, both en-route and instrument approach charts, an Airport/Facility Directory, and a copy of your airplane's Pilot Operating Handbook (POH).
  2. Talk to several CFII's. Tell them you are pursuing an instrument rating. Evaluate each as a prospective instructor.

    • How much actual IFR experience do they have?
    • Do they use the Gleim Training Material?
    • What are their projected costs?
    • What is the rental cost for their training aircraft and simulators, solo and dual?
    • Ask for the names and phone numbers of several persons who recently attained the instrument rating under their direction.
    • Is the flight instructor willing to do some training in actual IFR conditions?
    • Does the flight instructor's schedule and the schedule of available aircraft fit your schedule?
    • Where will they recommend that you take your practical test? What is its estimated cost?
  3. Once you have made a preliminary choice of flight instructor and/or FBO, sit down with your CFII and plan a schedule of flight instruction.

    • When and how often you will fly?
    • When you will take the FAA instrument rating knowledge test?
    • When you should plan to take your practical test?
  4. Take and pass your knowledge and practical tests!
